Mend Immersion Heater Boiler Heating

no hot water from secondary outlet oly cold ?

no hot water only cold comming out of a secondary outlet on hot water cylinder. hot comming out of top outlet but cold from secondary .when heating on imersion heater ?. fitted & working for 3 years now boiler packed up & ussing imersion heater.
Do some cylinders have a division inside them.
