Mend Radiator Hot Top

I have up rated a radiator from single panel to a double panel?

The new radiator now only gets hot at the top, the old system worked well. The whole system has been bled and was fitted by a corgi fitter. any ideas please.

There is a remote possibilty there was still air present in the system when the fitter left, go round and check all your rad's to see if they have air in them!
