my storage heater switches on but no heating during the day, why?

My storage heater light comes on at night, but there is no heating during the day. I not sure what is wrong. Is it possibly a blown fuse?

Night storage heaters only get electricity supplied during the night at lower rates. The night strage supply meter cuts off electricity during the day. However the heat should come out all day with it slowly getting cooler as the day goes on.
