Mend Microsoft Computer Start Prompt

My computer will not start & I can not gain entry to MS-DOS prompt?

My computer, upon starting gives me an error message of "Explorer has caused an error in Browseui.dll"

I have found a solution on the Internet:

To resolve the issue, run the Registry Scan utility:
1. Restart your computer using the Windows Me emergency start-up disk.
2. Use the arrow key on your keyboard to select Start Computer without CD-ROM Support, and then press ENTER.
3. At the prompt type scanreg /fix, and then press ENTER.
4. After the ScanReg process is complete, restart your computer.
The Registry Scan utility finds and removes corrupted registry entries and system files. Those files are then replaced with a working copy of the files.


However my computer is not responding to the start up disk.

If I could gain access to the MS DOS prompt, I could try & gain access in safe mode, I have tried this solution found on the web:

If you are able to get into Windows 95, 98 or ME, you can get to a MS-DOS prompt by following the below steps.
1. Click Start
2. Click Run
3. Type "command" and press enter.
This will open a MS-DOS shell. However, if you are attempting to troubleshoot an issue with the computer and are using Microsoft Windows 95 or Windows 98we suggest you restart the computer into MS-DOS. To do this follow the below steps.
1. Click Start
2. Click Shutdown
3. Choose the option to restart the computer into a MS-DOS prompt.
If you are unable to get into Windows 95 or Windows 98 to get into a MS-DOS prompt, follow the below instructions (Windows ME does not have this option).
4. Reboot the computer
5. As the computer is booting, press the F8 key when you hear a beep or when you see "Starting Windows 95" or "Starting Windows 98". Windows 98 users sometimes may find it easier to press and hold the left CTRL key as the computer is booting.
6. If done properly the user should get to a screen similar to the below screen.

4. Select the option for Safe mode command prompt only.

But this is not working either!

I am sending this from my work computer so the 193. address & name shown below do not correspond with my home PC that has the problem.
This problem came to light when my partner was trying to configure our USB ports to work.

seems like you need to tell your computer to boot from the floppy disk first. this setting is found in the bios options, to get there, there are a number of different ways depending on the machine. when the machine first boots you should see something like f2 to go to setup, or del to go to set up, can go past a bit fast but pressing the pause/break key can sometimes freeze the process long enough to read what it says. once into set up look for boot order and adjust to make the floppy or a drive first. then reboot with the me recovery or emergency disk in and it should recognise it to allow the fix you have already found.
