HOOVER HND615si motor failing to start!?

dishwasher fills, motor tries to start, indicator lights dim momentarily, motor cuts out and starts refilling, this repeats till top level sensor kicks in and empties then it repeats.Took front panel off, no water ingress and board looks ok. Took motor run capacitor off and tested it for short or o/c but seems ok. Casing cracked and missing on interference/suppressing cap. wax ok. and tests out ok. please say its not the motor...
