It is probably your video lead. A scart lead has video in and video out. Not all scart leads are fully populated. The way to test is to connect the scart to the back of the VCR then connect the red white and yellow lead to a TV (most TV's have a AV3 connection on the front panel). Select the correct AV input on your TV and see if you have a picture. If yes then the lead is OK if not then you need a lead with the output pins connecetd in the scart.
Assuming the lead is OK the next thing to check is the video capture input on the laptop is set to the correct input. The source should be set to USB2800 and the input to composite (if you are using the yellow lead). You should also check the source properties, these should be set to PAL I for the UK. For the Audio you have to connect the jack plug to your line input on your PC sound card. Again check check the source is listed as your sound card and the input should be set to line in.
