Mend Low Voltage Switch Lighting

I have four 20W low voltage in two units above computer-operated by reostat?

Only one bulb comes on when reostat is turned-there are two units with two 20w bulbs in each-both units have on/off switch-other bulbs are good-could it be a defective dimmer switch-and how do I determine this? thank You
