how can i fix water pressure on thelia 23?

pressure is totally on the bottom but it is still heating but in the top rooms of the house the radiators are only warm even if heating is on full?can you help me?

i have already done what is ther ebut nothig happn and i only found part where they saying about filling for first time ,and then there is if the pressure goes down call plumbers and i call but he couldnt find afilling loop
