how do we fix a locked rotor on a neptune washing machine MAH5500B?

The washer will fill with water, but that is it, then we get the code Lr. we called the 1-800 # but all they said was it's a locked rotor. They said nothing on how we can fix our selves.
Everyone knows that anyone can fix anything if they have the right instructions. thank you for your help
By the way YES I did purchase the repair manual for $36.00
and no it doesn't explain it. It does going into the service modes, but not what to do once you are there
