Mend Radiant RSF 30 E Flashing Code 3

I have a radiant boiler with a flashing error code 3?

I have a radiant RSF 30 E boiler this keeps flashing a error code 3, which in the manual says it is a flue safety thermosat lock-out but then says not applicable. Any ideas why this is flashing when it says not applicable and any ideas how i can fix this?

HI, I have a Volkera boiler and it flashes 3 when it is cold and the boiler wont fire up, not an answer but its something to do with very cold weather!
