First check that the transmitter batteries (in the right hand drawer) are good. The left had drawer batteries control the programming and the right hand ones power the transmitter. If this is OK then find the receiver which should be next to your boiler. There should be a switch nearby that powers the receiver and the boiler. Switch it off for 30 seconds then back on again. Press and hold ON the two buttons simultaeously. These are below the red light on the receiver. The red light should flicker. Then release the buttons. check that the Digistat RF3 switches on and off the central heating on the boiler by pressing the + button repeatedly until the flame symbol appears. After a moment, the boiler central heating should burst into life. Other things you should check is that the pressure gauge on the main boiler is showing above one Bar, or the system will not fire up, even if the Digistat receiver is working OK.
