how can i fix my trimmer, ryobi, pbc-3046ye?

the pull cord does not return back after pulling it, it stays out.

The starter spring has most likely broken or slipped out of it's retaining notch. To be honest it's like working on a wrist watch. NOT one of my favorite jobs! Getting them back together without the spring flying out is a learned skill.
