Donna,
You have to loosen the motor to get the belt on.
Slacken off the nuts on the motor base, and move
the motor slightly closer to the belt wheel to allow
you to fit the belt on. Best to mark the area where
the motor was originally so you don't have trouble
with a "too tight fight". Once the belt is on, you'll
have to move the motor back to original place.
You need to lever it with the handle of a hammer
or something to give you easy leverage. Best
to get a bloke to do the whole thing for you.
