somehow u have damaged or jammed the float valve.at the base of the carb is the float chamber,remove this,inside is the float attatched on a pivot/hinge.this mus be free to move.and must be set at correct height.1`st check that its free to move and can close.blowing gently down the fuel inlet pipe an moving the float up and down u should hear/feel the valve flowing and stopping.jamming the float on assembly is the usual rookie mistake.2nd,if float is free,set the float level by bending if neccesary the float.hold the float bowl on the carb and turn on fuel.when bowlis filled kill fuel and remove bowl.level of fuel in bowl should be about a third full.for more accuracy macine specs should be sought.if none availiable,trial and error does work.
