Mend Renault Traffic 1.9 DTi Throttle

Traffic fault?

hi i have a renault Traffic 1.9 DTi 2005.
The fault i have is when starting the van i get very poor idle and no throttle response for about 30 seconds, after that the engine picks up to normal idle and is then ok ! any tips?

there is a coolant pipe on right side of engine at top .on the middle of this pipe u will see a valve with 4 wires coming from it . this small valve is stiking needs replaced
