i cannot access anything in control panel. ?

i get told to go to user accounts but when i do nothing happens. can any one help i'm on xp pro

restart pc in safe mode by pressing f8 key then choose sofe mode from menu
sign in under adminstrater account
go to control panel and create anew account
restart in normal mode and sign in to the new account
thentransfer everything you want to keep to new account and delete old account it looks like the old account is corrupt
