Assuming that your old belt is broken and already off, lift up the light bulb assembly and unclip the front roller brush housing. Then remove the metal part from the bottom of the roller brush housing by unclipping the two clips. Remove the roller brush and clean it. Put the new belt on the roller brush and center it near the middle where it would normally ride. Put the roller brush back into the nozzle housing. Turn the belt lifter to lift the belt up. Put the metal part back onto the bottom and clip the two clips. Put the roller brush housing back onto the vacuum and turn the clip to secure it. Turn the belt lifter to release the belt down onto the motor shaft. Turn the roller brush by hand a few times to make sure the belt is not pinched. Voila!
