how to start 12 hp briggs motor?

working on 12 hp briggs motor that won't start, but gets fuel to the carb. but not getting fuel to the plug. how can i fix this?
checked to see if getting fire from plug and i do. model # is 28707-1062-01. any help would be appreciated.

If there is fuel to the carb, but no sign of fuel in the cylinder, there has to be a blockage in the carb. Strip and clean it - it may be as simple as a blob of water in the float bowl.

fuel+spark+compression?has it got at least 60-70 psi ,enough to blow your finger of when pressed over hole and cranked.normaly the first thing i change is carb diaphram regardless of fuel or not £5-7.
