Mend Citroen Xsara VTR Help Car 1999

Power Steering Failure?

Hi can anyone help, my power steering has failed completey since i put new front arms on my car (1999 1.6 VTR) any ideas ? Guy at garage reckons its the pump and my brother reckons its my steering rack

most probably pump,if the rack had gone you would have no power,assisted or not.
