Neff Electric Oven u1410 not heating up?

Hi, the main oven compartment on my NEFF Electric Oven Model No. U1410W0GB/06 FDD # 7711 is not heating up.

- Fan working
- blower working
- heat indicator light illuminated

I have a circuit diagram for the oven and I have narrowed the fault down to 4 potential areas

1) tempeature limiter
2) oven thermostat
3) heating element
4) part of oven switch which controls the above circuit

Can anyone provide advice on how I should go about testing (with mulitmeter) each of the above to precisely locate the fault as I don’t want to unnecessarily buy spares which are not required
