Mend Volvo Repair Start Car

Should I pay for service??

I took my 1989 Volvo to a repair shop for a non start condition. The shop had the car four day's and they where not able to find the problem. They state it is a electrical problem and now I need to move it to another shop and they want to charge me for two hours labor?. What do you think?.
