with regards to only working on full setting.. it's likely that half the element behind the rear panel has burnt out. If you measure the power used by it (use a plug in power meter, like those from maplin, or count the flashes/revolutions of the house's meter with everything else off).. i bet you find it's only running at 1500watts (not the full power 2900 watts), even when it's on full power. Then when you go to half power the half of the element that is for half power is broken so you get no power out. If you look at the element you'll see a blue wire (this is the neutral) and then a black and red wire.. black and red are the ones for full and half power. if you switch it to half power then each of the black and red wires should register 40 ohms when measured against the blue. if one of them doesn't then it is the element thats knackered.. look for the break to confirm, then consider replacing. when it's on full power the resistance should meaure 20 ohms. I bet yours measures 40.
