Mend Peugeot 406 2.1 TD Reg Engine

how can i fix my peugeot 406?

i have a pug 406 2.1 td R reg, when it is started from cold it will rev right up on its own and the engine management light will come on. when the car is up to temperature (90 deg) it runs lovely and doesnt miss a beat, what is this????
