How do I take out the restrictors on my Hyosung 650S - Australia?

It is restricted to 33HP from 79HP in the carbie dur to it being a learner bike. How do I take out the restrictor hit and get the full HP ?

I could be taking rubbish as usual but often there is an obstruction in the carb tops that stops them opening fully. Will you check this first?
