I plug my webcam in, but it says the USB is unrecognized?

I plug my webcam in, but it says the USB is unrecognized. i have checked that i have installed it correctly and i have restarted it. i have tried everything. is there something wrong with the USB cable? although it did work the first time, but as i turned it off, then on again, it didnt work.
