Problem with Vax vacuum cleaner?

I have a VAX vacuum cleaner. The trouble is, that everyttime I use it, I get a static electric shock. Does anyone know why, and how to solve this problem?

My vax is a `Mach air`. It`s a good vacuum cleaner but it isn`t picking up. I have tried undoing all the screws underneath but can`t get to find out if there is something stuck in there. Any ideas?
