Mend Ravenheat Combi Boiler Central Heating System

Ravenheat - only get hot water when heating is on?

A friend has a Ravenheat combi boiler. When he turns on the hot water the boiler fires up but he gets no hot water. If the central heating is on he does get hot water.
Would this system have a seperate 3 way valve that may be the issue?
