why wont it start?

I am thinking you bought the new battery because of the clicking sound. Have you tried to rotate the engine by hand on the PTO. Remove the Spark plug and look for corrosion on the tip. Could be as severe as locked up or an issue with a gorund or positive cable connection. Before you buy any more parts make sure the engine rotates freely. Could also be the Jet Pump siezed. But lets hope it not the worst. P.S. was it winterized?
