Mend Indesit 1200 Washing Machine Motor Pcb

indesit 1200 wont spin slowly?

the machine spins at 1200 but struggles to turn slowly.ive taken motor out and sent to a motor repair specialist who have tested it under load and say the motor is like brand new.when i refit motor it struggles with an empty drum but runs off load.i removed and tested the relays on main pcb which are ok
