How can I set the timing on my Kenmore 385.1574190 Serger?

How can I set the timimg on my Kenmore 385.1574190 serger. It will not chain/sew properly. I have had it looked at by 2 different people, and they can't seem to get the timing set right. To me , this must be fairly straight foreward.
