i have a westwood tractor lawnmower and i have had at least 5 new belts for the running of the blades i have had the mower serviced the belts are lasting approx 1 hour cutting thats when the blade is as high as i can cut, i am not sure of the models details at the moment
my 21 year old T1600 has contra rotating blades in between the blades the toothed belt crosses over on a bearing assembly if the bearings are seized then this will cause the belts to break

I have a 24 yr old westwood gazelle 11.
Try checking the Blade bearings and cutter spindles for damage. May be difficult to obtain spare parts now. Try Frank Ballantyne on 01721 729820

If you look underneath at the drive system in its highest position and rock the deck by lifting first one side then the other (without mower running) I think you will find that you can see whci component is chafing the belt and causing it to break.
