engine seized?

i drove through a big puddle and water got into my engine , the mech says it is seized, but i tried to start it a couple days later and it seems as though the engine is trying to turn? is the engine finished or can it be fixed

bores are probably full of water and causing a hydraulic lock, will need to remove injectors and turn over engine to release water "take care nobody is standing in front of engine if you use starter to turn engine,water will shoot out with some force".

need to drain all water from air inlet system and cheak there is no water in the oil if dosent start proberly bent valve or con rods or both
