Sorry Roy - I had just looked at a Lawnmower question and missed this as being about a Vacuum Cleaner.
Forget my references to a kill switch - what a fool I am...
But the first part still stands - the length of the wire and a terminal with no wire attached are good clues to where to fix it.
A circuit diagram will be a technical drawing - component layout and very probably not isometric.

Then put the wire back where it came from...

A terminal point with no wire on it will give you a clue
My guess is that it's the kill switch wire which usually connects to the machine's frame - but that's just a wild guess.
You might trace the wire back to where it comes from - if it connects to the kill switch than just fasten the loose end to the chassis - anywhere will do.
