Hi John,
The exact same thing has happened to mine. I took the pull chord casing off and found that its actually one of the locking nuts that grab the drive have bust off meaning that its not allowing the pull chord to grab the drive or let it recoil. Im finding it a nightmare to tr and find the two bolt type things needed. Hope this helps.
