sorry to sound stupid but assume you are also holding the dead man handle down whilst pulling the cord.

i had the same problem. it turned out the first bar that you pull that switches the engine on had stretched and wasnt pulling past the point that clicked the engine on. simply pull the cable out of its current housing and wrap it around the arm of the lever in a not. problem solved!

check the coil, we have the same problem and stemmed the problem back to this. alternatively it could be the spark plug.
