My engine wont turn over?

Hi, I have a 95 Mondeo 1.8 16v twin cam, earlier today I tried to start the car and got joy. Dash lights up, and there is a clicking from the engine bay, (can not locate sounds like a relay). All electrics work and the battery does not discharge. She will run after a bump start with the smallest of speeds. I know about mechanics and do not feel this is mechanical. I am certain this is electrical. Before I shell out money can you help. Regards Ian
