Mend Dual XD6210 Stays Power Button

face plate stays lit?

I just bought a Dual xd6210 and when I turn the power off by the power button the face plate buttons stay lit and the display goes blank, is this normal? Also when the car is off and the face plate removed there is a red blinking LED, is that normal as well?
