Adding A scart input to an old TV ?

This Would be near impossible or highly expensive to do.
The R.F (radio frequency) Tuner, converts & separates the incoming signals into thier respective components, luminace, chrominace, audio etc.

Scarts & Line in connections are directly fed to the processing circuits direct to the picture tube & audio to amplifier than speakers.
This is why direct inputs give such a quality picture & sound, no filtering or separating is done, thus no loss in quality.
