Mend Rover 214SI System Work Told

Rover 214SI P Reg Cooler/heater system?

My blowers only work on settings 3 and 4 and not 1 and 2. Any ideas how to fix it? I've been told my a mate who works at vauxhall that my resistor has gone, but as he's not a rover expert, he's not sure.
