Mend Cub Cadet Bent Fixed Broken

Shop legally couldn't send it home running?!?

I know that my crankshaft is bent and the shop said that they legally couldn't send it home "running", but they fixed the broken flywheel and got it running. Apparently, it is an easy fix as the rope pull works, but they had to make it not run to send it home. Any ideas??? It is a cub cadet if that helps!
