Mend Cub Cadet SLT1554 Riding Deck Lever

How can I fix my Cub Cadet SLT1554 riding mower?

The mower deck seems to be stuck in the up position.
When I use the lever to try and lower the deck I can see
that the cable and pulley connected to the raising/lowering
mechanism just gets slack and the deck does not lower.

The deck is obviously jammed on somthing, i guess you just need to put your boot on it and push it down manually
