if its not the starter that needs replacing, then it'll prob be cheaper and easier to replace the whole fitting rather then messing around with the ballast

It's probably the starter that needs replacing.
It's a small cylindrical thing sticking out of the casing. Give it a gentle press and a slight turn anti-clockwise and it should spring out.
