proline 28n1 wont switch on standby lamp rapid on/off?

proline 28n1 failed to start up following switch off on front button standby lamp on front flickers 10 times sec no burnt areas or excess dirt /spillages on circuit board have tried with multimeter but am mechanical fitter . could it be a conderser building up and discharging if so how the hell do I locate it could it be in the input transformer rectifier area

enter service mode by pressing vol up on tv, switch tv on using power button on tv, press standby button on remote, go to "init" using directional buttons left/right, select with up/down.
(if this isn't clear, look up "service mode for pro line 28N1" on google)
