My deck has a spring on the rear of the deck about 11 inches long. I believe it keeps tension on the deck belt. I cannot figure out where to hook it?

there is a hook like stiff wire hanging from the axle that's where it hooks

If it keeps tension on belt it would have to hook to one of the belt pulleys but usually use a belt tensioner
