Mend Belling XOU251 Fan Oven Not Working

Is a fan oven safe to use if the fan is not working?

My Belling electric fan oven (XOU251) works, but the fan does not. All I get is a loud noise when I cook. The noise comes and goes when its ready. Is it still safe to use the fan oven even if the fan does not work?
