The problem you describe is most commonly caused by the rear brake pads being siezed in the brake calipers. The rear pads will probably be no good once you get them out, so get new pads and a caliper wind back tool before starting if this is your only transport. The caliper bracket will require thorough cleaning ie removal of all brake dust and rust deposits from pad slides, its easier (and saves the skin on your knuckles/fingers) if you remove the caliper bracket and do this on the bench. Also ensure caliper slides are free, lube if necesary without damaging dust seals. This job doesn't require many tools, but as with all safety critical repairs I would strongly advise the work be done by or checked by a competent person.
