have a valliant turbomax combi boiler,heating fine cant get hot water to wo?

I have had this exact problem with my Valliant boiler. It is to do with the diverter valave, I had one replaced but it has just gone again.

Symptoms are:

Heating appears to work well. No hot water unless heating is on. Sometimes if the heating is off the radiators get hot when you try and run hot water.

is it a new system? has it been this way since fitted?
fault could lie with diverter valve if it has worked before
