I found your question while I was trying to find out how to get our wheel off. I had taken the bolt off, but could not remove the wheel. In the meantime I went outside and picked up the rear end of the mower, slipped a cinderblock underneath it, and went to the backside of the wheel with a large screwdriver and a large ball peen hammer, using the flat end of the hammer struck the back side of the wheel, and turned it, really didn't need the screwdriver. After less than a minute it broke free and came off. Hope this helps!
