Mend Leaking Cistern Toilet

Leaking Cistern?

I have fitted a new toilet and there is a leak somewhere between the cistern and the pan, as far as i am aware i have fitted all the washers correctley including the donut shaped one. Do i need to use any silicone round the bolts which fit the cistern to the toilet etc.
