Mend Toyota XV20 Cold Engine Smell

Cold engine starts with gas smell, grey smoke?

1996 Toyota Camry, 4 cyl, auto, 110k, cold engine starts ok, but there is grey smoke and gas smel, consuption in the city 11.5 l/100km. Air filter, oil level ok. What is the problem?

Grey smoke? if its more white than grey then the head gasket may have gone, as you say water is fine, do you have to top it up more than usual? once in 12 months is usual
